This definition involves the entire life cycle of development of any software project from conception to delivery. The life cycle will involve four phases which include: research and analysis, engineering and design, operation and maintenance. When an agency implements this definition, they will be able to track and record each step of the SDLC.

It is a good idea for the federal government to give research grants to people who are capable of exploiting the technological innovations that the government is funding. It is also a good idea for the government to support researches that are trying to find ways to prevent the things that happen to society as a whole as well as to improve the quality of life for everyone.
