The definition of ‘technical advances’ is something that was recently defined by the GAO in its report “Enhancing Federal Technology Activities.” This definition takes into consideration many technological developments and also different types of progress that occur throughout time. This also means that it is a very broad and general term. In order for an agency to use this definition in their studies, they will need to define what technological advances are.
A good example of how agencies determine whether or not technological advances have occurred is with the Software Development Life Cycle (SDLC). This definition involves the entire life cycle of development of any software project from conception to delivery. The life cycle will involve four phases which include: research and analysis, engineering and design, operation and maintenance. When an agency implements this definition, they will be able to track and record each step of the SDLC.

It is a good idea for the federal government to give research grants to people who are capable of exploiting the technological innovations that the government is funding. It is also a good idea for the government to support researches that are trying to find ways to prevent the things that happen to society as a whole as well as to improve the quality of life for everyone.
